Application by the New York Foundling for a single block festival on West 16th Street between 6th and 5th Avenues on June 8th, 2019.

WHEREAS, The Applicant, the New York Foundling, founded in 1869 by the Roman Catholic Sisters of Charity, is one of New York City's oldest and largest child welfare agencies; and

WHEREAS, The Foundling operates programs in the five boroughs of New York City as well as Rockland County and Puerto Rico; and

WHEREAS, Its services include foster care, adoptions, educational programs, mental health services, and many other community-based services for children, families, and adults; and

WHEREAS, The Applicant seeks a permit to hold a Block Party on West 16th St between 5th and 6th Avenues to celebrate its 150th Anniversary; and

WHEREAS, The New York Foundling Headquarters is located at 590 6th Avenue on the northeast corner of 6th Avenue and West 16th St; and

WHEREAS, The proposed event is a one-time event to be held on Saturday, June 8, 2019; and

WHEREAS, The Applicant requests a street closure for West 16th St between 5th and 6th Avenues on Saturday, June 8, 2019, from 7:30am to 7:30pm, to allow adequate time to set up and breakdown the event; and

WHEREAS, Setup will be from 7:30am to 9:30am and breakdown will last from 5:00pm-7:30pm; and

WHEREAS, The applicant has submitted a site plan (attached) for the proposed event showing 16 vendor tables, a bounce house, a stage, a 15-foot-wide emergency fire lane and both the north and south sidewalks free of any obstructions; and

WHEREAS, The estimated attendance at this event will be 1,000 to 4,999 throughout the day; and

WHEREAS, The event will be a family friendly event with a focus on children with developmental disabilities; and

WHEREAS, The event will contain branding and advertising for the New York Foundling and its 150th Anniversary; and

WHEREAS, The event will have on-site security and licensed security personnel will be onsite for the length of the event (Security Site Plan attached); and

WHEREAS, The 8 foot by 8 foot stage will not exceed 2 feet in height, will cover an area of 64 square feet, and only will be in place for the day of the event; and

WHEREAS, Food and beverages will be sold at the event and the Applicant will secure a DOHMH temporary Food Service Establishment Permit via DCA; and

WHEREAS, There will be general vendors at this event and the applicant will secure a DCA Street Fair Vendor Permit; and

WHEREAS, The vendors will pay to participate in the event and may have tents or canopies; and

WHEREAS, Vertical street pole banners will not exceed 10 feet in height; and

WHEREAS, There will be amplified sound and the applicant will secure a NYPD Sound Permit from the local precinct; and

WHEREAS, The Applicant stipulates that there will be no live music and that any and all amplified sound will be restricted to the stage and held to a reasonable decibel level, so as not to disturb neighboring residences; and

WHEREAS, There will be soliciting for services, products, charities, etc., (i.e. collecting signatures, selling tickets, collecting funds), and the applicant will secure an HRA Permit to Solicit Funds; and

WHEREAS, The Applicant will secure a DCA Portable Amusement Device Permit for the inflatable bounce house; and

WHEREAS, There will be carnival games at this event and the applicant will secure a Street Fair Permit for each vendor; and

WHEREAS, Portable and/or tow-hook generators will be used at this event and the applicant will notify the FDNY; and

WHEREAS, Generators with a greater than 40 kW rating will be used at the event and the applicant will secure a DPE registration permit; and

WHEREAS, No members of the public objected to the proposed street closure; and

WHEREAS, No members of the public raised any concerns regarding the event; and

WHEREAS, As the proposed event will be open to the public and is classified officially as a Block Party, this public event will not violate Community Board Five’s existing moratorium on new Street Fairs; therefore be it

RESOLVED, Community Board Five recommends approval of the New York Foundling application for a
permit to hold a Block Party on West 16th Street between 5th and 6th Avenues on Saturday, June 8, 2019,
from 7:30am to 7:30pm.
