Request for a No Standing zone at the entrance to 88–90 Lexington Avenue, located on the west side of Lexington Avenue between East 27th and East 26th Streets.

WHEREAS, The Applicant, 88–90 Lexington Avenue, seeks the creation of a No Standing zone in front of the building’s main entrance, which is located on the west side of Lexington Avenue between East 27th and East 26th Streets; and

WHEREAS, The current street plan for this block permits metered parking on the west side of the street and includes a Citibike dock and a single additional parking space on the east side of the street; and

WHEREAS, 88–90 Lexington Avenue has undergone six years of construction resulting in a single combined entrance for both buildings, replacing two separate entrances and resulting in a single point of greatly increased drop off and pickup; and

WHEREAS, The residents of 88–90 Lexington Avenue seek conversion of two metered parking spaces to No Standing to create a dedicated location to load or unload packages and to pick up and drop off passengers, in lieu of the current drop off and pick-up situation requiring standing or double-parking in the street outside of the parking lane; and

WHEREAS, The Department of Transportation supports the Application and has assessed the location to be an appropriate location for re-designation; and

WHEREAS, Residents of neighboring residential buildings oppose the Application, citing concerns about the fairness of such a designation in relation to the opposite side of the street and the loss of dedicated parking space; and

WHEREAS, The developer of 88–90 Lexington Avenue failed to adequately account for or reasonably
prepare for the pickup and drop off repercussions of combining two building entrances into a single
location; and

WHEREAS, Community Board Five historically has rejected ad hoc designations of No Parking or No
Standing zones for residential buildings in the absence of extraordinary circumstances; and

WHEREAS, Community Board Five has advocated for more comprehensive guidelines governing the
designation of such No Standing spaces; and

WHEREAS, Community Board Five acknowledges that broad city-wide trends have led to increased ride
shares and for hire car traffic, which continue to change street use within Manhattan; and

WHEREAS, Community Board Five recognizes that these trends will continue to accelerate the number
of requests for No Parking and No Standing zones in lieu of traditional metered parking; therefore be it

RESOLVED, Community Board Five recommends denial of the application for a No Standing Zone at
the entrance to 88–90 Lexington Avenue, located on the west side of Lexington between East 27th and
East 26th Streets; and further be it

RESOLVED, Community Board Five calls for the Department of Transportation to develop a
comprehensive street use plan that will address concerns for the evolving multi-modal usage of
Manhattan streets, including guidelines for parking spaces and pick-up/drop off zones per block.
