Application from SK-II for “SK-II #DreamBig Event,” a commercial event in Madison Square Park on Tuesday, June 21, 2016

WHEREAS, SK-II ("Applicant") has submitted a permit application to hold "SK-II #DreamBig Event," (the "Event"), a commercial event in Madison Square Park on Tuesday, June 21, 2016 to allow park patrons to document and create a viral video throughout the event day with children interacting with adult passersby coming through the park asking them to write their dream for the world on a non-helium balloon; and

WHEREAS, Throughout the day, these balloons will be placed on a 'wrought iron Dream Tree' structure (approximately 10-14 feet tall) to showcase participants' dreams for a better future; and

WHEREAS, Event will begin at 11am and end by 3pm; with setup starting at 6am and cleanup ending by 6pm; and

WHEREAS, There will be some branded signage elements; and

WHEREAS, There will be no amplified sound, food/beverage served or monetary transactions taking place during the event; and

WHEREAS, It is expected that sample size SK-II skincare products will be distributed to park guests that interact with the activation; and

WHEREAS, Applicant did not submit required event proposal information and associated documentation in a timely manner; and

WHEREAS, Due of the failure by the Applicant to submit documentation in a timely manner, Community Board Five and the public in general was denied the opportunity to learn about this event, ask relevant questions, and provide input, resulting in the Committee's automatic denial pursuant to Community Board Five policy; therefore, be it

RESOLVED, Community Board Five recommends denial of the application from "SK-II #DreamBig Event," a commercial event in Madison Square Park on Tuesday, June 21, 2016; and be it further

RESOLVED, Community Board Five urges the New York City Parks Department to revise its rulesto extend the 21-day minimum required for public notice of the commercial use of public space, to at least 30 days, to allow for proper public review.
