Application by 200 Fifth Avenue to install 6 planters on the west side of 5th Avenue between West 23rd and 24th Streets.

WHEREAS, The Applicant, 200 5th Avenue, seeks to install 6 planters on the west side of 5th Avenue, just north of West 23rd Street, between the existing Subway stair and the telephone booths in front of the building's entrance; and

WHEREAS, The Applicant must obtain approval from LPC before moving forward to seek DOT approval; and

WHEREAS, The Applicant's stated goal for the project is to enhance the entry experience, while simultaneously evoking the same look as the surrounding streetscape, which includes many planters of similar design; and 

WHEREAS, The proposed planters will not be permanent installations and are to be 3' 11" in diameter with 4' 8" between each and recessed 1' 6" from the street; and

WHEREAS, CB5 expressed concerns regarding the size of the overall footprint of the proposed project, potential pedestrian traffic impediments and the inability to walk safely around both sides of the planters; and

WHEREAS, The applicant was attentive to our concerns and agreed to consider reducing the project's overall footprint or matching the new planters with existing smaller planters already populating the pedestrian plazas around Madison Square Park; and

WHEREAS, The applicant agreed to shift the planters away from the curb to be in line with the existing subway stair, allowing more room for safer pedestrian passage on both sides, thus discouraging pedestrians from walking into the roadway; and

WHEREAS, The Flatiron/23rd Street Partnership is in support of the plan and the Applicant has agreed to work with the Partnership to ensure that the new planters use the same plant material and seasonal planning as the surrounding planters; and

WHEREAS, Community Board Five urges local building owners and the Partnership to work towards a master plan for planters in the area; therefore be it

RESOLVED, Community Board Five recommends approval of 200 Fifth Avenue's Application to install 6 planters on the west side of 5th Avenue, just north of 23rd Street between the existing Subway stair and telephone booths in front of the building's entrance.
