Newsstand application (#14265-2016-ANWS) at the SWC of 6 Avenue and West 54 Street

WHEREAS, The applicant seeks a permit to install and operate a newsstand on the southwest corner (SWC) of 6 Avenue and 54 Street; and

WHEREAS, The proposed newsstand would have a negative impact on pedestrian traffic, which is already very heavy, and add to congestion and create an unsafe crowded condition on the public sidewalk; and

WHEREAS, The New York Hilton, directly behind the proposed newsstand, has expressed their objection to this newsstand; and

WHEREAS, Community Board Five recognizes that the newsstand applicants are usually individuals and small business owners (often minorities or recent immigrants) and urges the Department of Small Business Services to assist applicants in the cumbersome application process; therefore be it

RESOLVED, Community Board Five recommends denial of the application to install a newsstand at the SWC West 54 Street & 6 Avenue; and be it further

RESOLVED, Community Board Five urges DOT to proceed with the pedestrian count at the location at rush hour (5 PM- 6 PM) on a weekday, and be it further

RESOLVED, Recognizing that the cost of applying for a newsstand is very high for small business owners and operators, Community Board Five continues to request that DCA refund the fee for this application and all applications that are denied.
