Application from Habitat for Humanity NYC for “Global Build Week Kick Off with Bank of America,”, a special event in Bryant Park on Wednesday, October 7, 2015.

WHEREAS, Habitat for Humanity ("Applicant") has submitted an application to hold "Global Build Kick Off with Bank of America," a one-time event to promote Applicant's mission of providing decent, safe and affordable housing, with the national office of Habitat for Humanity, Habitat for Humanity NYC, and Habitat for Humanity Nassau County sponsoring the event in collaboration; and

WHEREAS, The event would be held on Wednesday, October 7, 2015 from 5:00 a.m. to 7:00 p.m., with set-up beginning no earlier than 7:00PM on October 4, and breakdown completed no later than 12:00 midnight the day of the event; and

WHEREAS, The event will consist of a raised platform, 36' X 38', located on the Fountain Terrace area of Bryant Park, with 130 Bank of America employees, under the direction of Habitat for Humanity builders, constructing a single-story, wood-framed house, with barriers and buffer space keeping users of the Park at a safe distance from any elements of construction; and

WHEREAS, A chalkboard style "mission wall" will present the theme "Home is ________" for passersby to fill in with chalk and be shared on social media; and a hospitality tent for the volunteers will be positioned on 40th Street near 6th Avenue; and

WHEREAS, Any recording of the event will be used strictly to document the volunteers only, and not the general public, with consent forms to be completed for any identifiable individuals in recorded media; and

WHEREAS, Amplified sound will be limited to spoken communication to volunteers only, with no subwoofer needed; and

WHEREAS, Signage will be limited to a banner surrounding the raised platform below the build, on some of the barriers, and on the house roof when build is completed, with no lighting to be used; and

WHEREAS, Applicant has agreed to have no fewer than 20 personnel dedicated to sanitation during the event, including continuous sweeping of build refuse and hospitality tent; and

WHEREAS, The event will be free-of-charge and open to the public, promotes a worthy cause and has an acceptable degree of impact on the public space; therefore, be it

RESOLVED, Community Board Five recommends approval of the application from Habitat for Humanity NYC for "Global Build Week Kick Off with Bank of America," a special event in Bryant Park on Wednesday, October 7, 2015; and further, be it

RESOLVED, As the timing of the application being submitted to the Parks Department prevented a proper public hearing by CB5 in advance of the event, Community Board Five continues to request that the Parks Department extend the minimum notice required of event applications, to ensure that they can be heard at a public hearing.
