Application from the Times Square Alliance for “Tribeca Film Festival: Nelson Mandela Foundation Films,” a special event in Father Duffy Square on Monday, April 1st, 2013

 

At the regularly scheduled monthly meeting of Community Board Five on Thursday, March 14, 2013, the following resolution passed with a unanimous vote of 33 in favor; 0 opposed; 1 abstaining:

WHEREAS, The Times Square Alliance ("Applicant") has submitted an application to hold "Tribeca Film Festival: Nelson Mandela Foundation Films," a special event in Father Duffy Square on Monday, April 1st, 2013; and

WHEREAS, The event is in association with the Nelson Mandela Foundation and the Tribeca Film Festival and is in honor of Nelson Mandela; and

WHEREAS, Applicant failed to respond to repeated requests for information about the event, and provided basic responses to our preliminary questions only after direct contact by the District Manager of Community Board Five; and

WHEREAS, Applicant was requested to appear at CB5's Parks Committee meeting on March 4, 2013 to present their application for review, yet failed to attend; and

WHEREAS, CB5 takes its role in the review of applications for special events in our parks seriously and substantively reviews the applications in order to provide input to the Parks Department; and

WHEREAS, Because of the failure by the Applicant to participate in this process, CB5 and the public in general was denied the opportunity to learn about this event, ask questions, and provide input; and

WHEREAS, CB5 apologizes to the Nelson Mandela Foundation and the Tribeca Film Festival because, although the event may have been one that CB5 would have liked to support, as a result of the Applicant's failure to participate in the review process, the event must be denied pursuant to Community Board Five policy; therefore, be it

RESOLVED, Community Board Five recommends denial of the application from the Times Square Alliance for "Tribeca Film Festival: Nelson Mandela Foundation Films," a special event in Father Duffy Square on Monday, April 1st, 2013.
