37 West 17th Street (between 5th and 6th Avenues), New York, New York, Botellier Corp. d/b/a “Butler Travel & Bottelier,” Application for a new on-premises liquor license

At the monthly meeting of Community Board Five on Thursday, December 12, 2013, the Board passed the following resolution by a vote of 34 in favor; 0 opposed; 1 abstaining:

WHEREAS, Rob Koda & Lance Stamps on behalf of Botellier Corp, Inc., d/b/a Butler Travel & Botellier ("Applicant") has notified Community Board Five of its intention to apply for a new on-premises liquor license for a bar/lounge located at 37 West 17th Street (between 5th and 6th Avenues) New York, New York (the "Premises"); and

WHEREAS, The proposed operation would be for a travel agency/bar/lounge; and

WHEREAS, The Applicant confirmed his intention to use the space to hold private events and parties and to have music provided by DJ's; and

WHEREAS, The proposed hours of operation are until 4am on Friday and Saturday nights; and

WHEREAS, The Applicant would not agree to hours of operation until 2am daily seven days per week; and

WHEREAS, The block of W. 17th  St. between 5th & 6th Avenues and the immediate vicinity has seen an explosion in nightlife activity, with multiple storefronts switching from wholesalers to bars and/or restaurants within the past few years; and

WHEREAS, CB5 has found that reasonable operating hours has been the single most effective way to balance a significant growth in nightlife with the quality of life in a mixed neighborhood; and

WHEREAS, The 2am closing time for numerous establishments near this location has had a tremendously positive impact on the quality of life in that area; and

WHEREAS, Despite the uniqueness of the operating concept, the applicant isn't proposing anything other than a late-night lounge and bar; therefore be it

RESOLVED, Community Board Five recommends denial of the application by Botellier Corp d/b/a Butler Travel/Botellier located at 37 West 17th Street (between 5th Avenue and 6th Avenue) for a new on-premises liquor license.
